California Proposes Embedding Independent Auditors Inside AI Labs

California Governor Gavin Newsom's September 18, 2026 executive order proposes embedding "designated independent verification organizations" inside AI labs for periodic audits and evaluations of frontier models. The efficacy of the proposed kill switch would be verified on an ongoing basis by independent verification.
