India orders spam-report sharing by caller-ID apps

India's telecom regulator has changed its business-message rules to require caller-ID apps with spam-flagging to send user reports to operators' shared anti-spam system, a blockchain-based registry for tracking commercial messages. The regulator says more reports will improve enforcement. The rule applies to apps in India, including Truecaller, which has over 350 million users there.
