Canada Backs Plan for First-Ever EU Associate Membership

Prime Minister Mark Carney told the European Parliament in Strasbourg on Sept. 17 that Canada welcomes a proposal to become the first associate member of the European Union. The idea, from Commission President Ursula von der Leyen, would create a new membership tier short of full membership. It does not yet exist and needs approval from EU member states.
