Canada Could Become EU's First Special Partner

Canada could become the first associate member of the European Union — a close partner, not a full member. Prime Minister Mark Carney told the EU's parliament in Strasbourg on Sept. 17 that Canada welcomes the idea from Commission President Ursula von der Leyen. The status does not exist yet and needs approval from EU countries.
