Labor promises migration cut to 245,000, then 225,000

Home Affairs Minister Tony Burke says immigration changes will bring net overseas migration — arrivals minus departures — down to 245,000 this financial year and 225,000 by 2027-28. The ABS has it at 292,000 for the year to March. Targets are easy. Hitting them is harder.
