Canada Rules Out EU Membership

Canadian Prime Minister Mark Carney said Canada will not seek membership in the European Union, the 27-country political and economic bloc. During his Sept. 15-17 trip to Strasbourg and Liverpool, he will address the European Parliament and push for a 'unique security and economic alliance.' A Canada-EU leaders' summit follows Oct. 29-30 in Canada.
