National to ask voters to split Pak'nSave from New World

National will ask voters for permission to split Pak'nSave from New World and Four Square to lower grocery prices, the party says. Foodstuffs now runs all three through two co-operatives, or member-owned groups. The plan would leave three national chains: Pak'nSave, New World/Four Square, and Woolworths. National says it will not take a plan to Cabinet this term.
