Carney says no to EU membership, seeks closer partnership

Prime Minister Mark Carney said Sept. 15 in Toronto that Canada is not seeking membership in the European Union. Canada will instead discuss a "unique alliance" — a special partnership short of membership — with the bloc, or group of countries. Detailed talks start in October at the Canada-EU meeting in Montreal.
