Carney rules out EU membership, seeks unique alliance

Prime Minister Mark Carney said Canada is "not looking to become a member of the European Union" but will begin discussion for a "unique alliance" with the bloc. He spoke Sept. 15 in Toronto. He said substantive talks will occur in October at the Canada-EU meeting in Montreal.
