Canada will not join the European Union

Prime Minister Mark Carney said Sept. 15 in Toronto that Canada will not join the European Union. Instead, Canada wants a special partnership with Europe, like close teamwork without joining the club. Carney said full talks will begin in October, when Canadian and European leaders meet in Montreal.
