Boston judge pauses 4-year student visa limit, 240-day journalist limit

Boston federal judge blocked a Homeland Security rule one day before its Sept. 16 start. Judge F. Dennis Saylor IV issued an injunction, a pause order, sought by unions and higher-education groups. It would have limited student and exchange visas to four years and journalist visas to 240 days, preserving status for 1.6 million students and 500,000 exchange visitors.
