Boston judge blocks 4-year cap on student visas, 240-day limit for journalists

U.S. District Judge F. Dennis Saylor IV in Boston blocked a Department of Homeland Security rule capping student and exchange visas at four years and journalist visas at 240 days, one day before its Sept. 16 start. Sought by unions and higher-education groups, the injunction preserves status for 1.6 million students and 500,000 exchange visitors.
