
Boston judge stops new time limits for foreign students and reporters
Boston federal judge F. Dennis Saylor IV stopped a Homeland Security rule one day before its Sept. 16 start. The pause, sought by unions and higher-education groups, put expiration dates on permission slips to stay — four years for student and exchange visas and 240 days for journalist visas, preserving status for 1.6 million students and 500,000 exchange visitors.
