Korowai Manaaki staff saw assault but did not report it

Oranga Tamariki says staff members (kaimahi) were present in March when teenagers slapped and hit a young person leaving Korowai Manaaki as part of a 'walking the line' ritual. The agency told RNZ none of them reported it to the resident manager. It only came to light in July, when a young person told a team leader.
