Workers saw a teenager being hit and told no one

Oranga Tamariki, the agency in charge of children in care, says its workers were there in March when teenagers slapped and hit a young person leaving its Korowai Manaaki residence in a 'walking the line' ritual. It told RNZ none told the manager in charge. It only came out in July, when a young person told a team leader.
