Staff present for Korowai Manaaki assault did not report it

Oranga Tamariki says kaimahi were present in March when teenagers slapped and hit a young person leaving Korowai Manaaki in a 'walking the line' ritual. The agency told RNZ none of the staff reported it to the resident manager. The assault surfaced in July when a young person told a team leader.
