Judge dismisses Reflecting Pool vandalism case after prosecutors cite faulty installation

A federal judge dismissed vandalism charges against former U.S. Olympian David Hearn and three co-defendants tied to Lincoln Memorial Reflecting Pool damage. The ruling followed a filing by D.C.
