Rape and child sex offenders kept off early prison release

Prime Minister Andy Burnham has ruled that people convicted of rape, serious child sexual abuse or grooming in England and Wales cannot leave prison early. About 1,000 fewer prisoners will be released as a result. Conservative MP Chris Philp called it Burnham's biggest decision as PM — but said he made the wrong call.
