Councils that miss deadline will still face government changes

Councils have until 9 August to propose merging with neighbouring councils. Those that miss the deadline will not escape the changes. Local Government Minister Simon Watts said they will be put through a separate government process instead. That backup plan has not been finalised yet, and Watts said it would be shaped by councils already taking part.
