New dog laws could arrive next year, minister says
The minister in charge of councils, Simon Watts, says new dog laws could take effect next year, with proposals due by late 2026. The review, started in March, may mean tougher penalties for owners who don't control their dogs and more power for council staff. ACC recorded more than 14,000 dog bite and attack claims in 2025. The current law dates to 1996.
