Luxon says TOP coalition unlikely but doesn't rule it out

TOP leader Qiulae Wong said on 1 July her party "would be happy" to team up with National in government. On 27 July, Luxon called that "unlikely," pointing to TOP's land tax and universal basic income policies. He didn't fully rule it out — after an election, parties sometimes need unlikely partners to form a government.
