NZ First: sort roads and water before fast house approvals

New Zealand First says new homes approved under a quicker planning process should have basics sorted first, RNZ reported. Developers would have to prove approvals for roads, pipes, drinking water and wastewater exist, are funded and can be built, like checking plumbing before building. Panels deciding cases could say no if they do not.
