China's new law claims power over Chinese people overseas

A Chinese law that took effect in July says Beijing can enforce rules on Chinese citizens and people of Chinese descent living abroad. New Zealand and other countries are concerned about what this means for their sovereignty. Taiwan said the law could affect Taiwanese people too.
