China's new law claims authority over ethnic Chinese living overseas

China's Law on Promoting Ethnic Unity and Progress took effect 1 July 2026. The legislation claims extraterritorial reach, asserting Beijing's right to target Chinese nationals and potentially ethnic Chinese diaspora communities abroad. Foreign ministries, including New Zealand's, face questions about sovereignty and whether Beijing will enforce the law across their borders. Taiwan warned the law could apply to Taiwanese people.
