Who gets to decide about Britain's office in East Jerusalem?

Britain's former top lawyer Dominic Grieve told the UK foreign ministry Israel cannot legally shut Britain's diplomatic office in East Jerusalem on 8 October. He says the area is Palestinian land under Israeli control, so Israel cannot give orders there. Israel says all Jerusalem is its own and links the closure to Britain's ban on goods from Israeli settlements.
