Burnham wants daily care to be free in England

Prime Minister Andy Burnham has proposed free daily help for older and disabled people in England. He told the BBC's Sunday with Laura Kuenssberg he wants it to work like the NHS, where 'everyone contributes, everyone is covered'. He said care in England is 'as unfair as American healthcare'.
