Court put Phillips in charge of children before long disappearance

Tom Phillips was put in charge of his three children by a court in October 2021, an inquiry says. That was weeks after he had taken them away for 18 days in September 2021. He took them from Marokopa, in Waikato, in December 2021 and kept them hidden for almost four years. Police later shot him dead.
