Police should have acted on 2023 sighting of missing family

Police should have acted on a 28 May 2023 report of Tom Phillips and his children near Te Anga Road, an official investigation found, RNZ reported. It says police waited when they should not have, and acting at once might have given them a real chance of finding the children.
