Inquiry says police should have acted on credible 2023 Phillips sighting

A public inquiry has found police should have treated a 28 May 2023 report of Tom Phillips and his children near Te Anga Road as credible, according to RNZ. It says avoidable delays followed, and without delay there might have been a real prospect of finding the children.
