Thousands of students could fail under new school qualification

PPTA, the secondary teachers' union, president Chris Abercrombie said 14,930 students could fail under the new 2029 school certificate. It would need passes in three full subjects. BERL, hired by the union, found 32 percent of Year 12 students who passed the current NCEA Level 2 did so without that depth. The Education Ministry says pass rates could fall.
