14,930 students at risk of failing under NCEA replacement, PPTA says

PPTA president Chris Abercrombie said 14,930 students would be at risk of failing under the government's planned 2029 certificate requiring passes in three full subjects. BERL analysis commissioned by the union found 32 percent of Year 12 students who gained NCEA Level 2 did so without that subject depth. The Education Ministry estimated achievement rates could fall.
