Victorian Premier won't say if his own anti-corruption changes would catch a live case

Victoria's Premier Ben Carroll wants to widen what counts as corruption before November's election. But he won't say whether the behaviour examined in Operation Richmond — an investigation into a secret union deal — would qualify. That leaves an obvious question hanging. The proposal still needs to clear Parliament, which is far from guaranteed.
