Ukraine attacks Russian port despite promise to leave oil ships alone

Ukrainian drones hit a grain facility in Novorossiysk overnight August 11–12, killing a child and damaging two dozen buildings. Ukraine had promised in late July 2026 to stop attacking oil ships there after US Vice President JD Vance asked. This strike suggests the promise covered only oil ships, not the whole port.
