Elected regional councillors to be scrapped by 2028

The government plans to remove elected regional councillors by the 2028 local elections. Councils can volunteer to reorganise themselves — 18 proposals have gone in nationwide — or the government will impose changes. Officials will decide by late September if the plans work. Final sign-off comes in 2027.
