Regional council layers to be abolished by 2028 under government reform
The government's "Simplifying Local Government" reform will remove elected regional councillors by the 2028 local elections. Councils can voluntarily reorganise under the Head Start fast-track — 18 proposals have been submitted nationally — or face imposed structural change. Officials will decide by the end of September whether plans are viable. Approved plans will be signed off in 2027.
