Toronto Police Say Consulate Shooters Were 'Criminals for Hire' Recruited via Encrypted Apps

Toronto police arrested a 19-year-old and a 15-year-old for the July 27 shooting at the US Consulate — the second there in five months. Police called them "criminals for hire" recruited through encrypted messaging apps and paid to fire on diplomatic, Jewish, and other targets across Canada. The RCMP is running a parallel national security investigation.
