
Neighbouring mayors split over devolved income tax: rebates or services?
Conservative Tees Valley Mayor Lord Houchen and Labour North East Mayor Kim McGuinness have divided over newly devolved income tax revenue. BBC Tees reported on 5 August 2026 that Houchen wants to return it to residents as rebates, saying the model prevents mayors giving money back to taxpayers. McGuinness plans to invest it in local services.
