A Hormuz Reopening Deal Won't End the Risk

Treasury Secretary Bessent said a Hormuz reopening deal could come as soon as August 6. But Iran's parliament speaker limited free passage to 60 days, the IRGC asserted "sovereignty and control" over the strait on July 13, and Iran stopped two vessels there on July 31. A deal narrows closure risk; it does not remove Iran's capacity to interdict traffic.
