
Government signs $3.65b PPP for Northland Expressway, $251m below Cabinet estimate
The Crown has signed a public-private partnership with the Northway consortium to design, build, finance, maintain and operate the first 26km section of the Northland Expressway, between Warkworth and Te Hana. The deal carries a net present value of $3.649 billion — $251 million below the $3.9 billion public sector comparator Cabinet approved in March 2024. Transport Minister Chris Bishop announced the signing on 30 July.
