Putin proposes November summit with Trump and Xi on Ukraine, without Zelensky

Vladimir Putin has proposed meeting Donald Trump and Xi Jinping next month to negotiate an end to Russia's four-year-old war in Ukraine without Volodymyr Zelensky present, on terms favorable to Moscow. Kyiv and the EU face exclusion. I see enforceability as the open question without Kyiv bound to any terms.
