Pet safety becomes barrier to leaving abuse, ACT policy acknowledges

ACT announced a family violence policy on 5 July that treats pet abuse as criminal coercion under the Crimes Act, with up to seven years imprisonment. The move targets a specific protection gap: more than half of domestic violence victims delayed leaving because of concern for their animals' safety. The policy gives police power to remove pets to safety when Protection Orders are made.
