Burnham says Labour could promise in-out EU referendum

Prime Minister Andy Burnham said Labour's next general election manifesto could promise an in-out referendum on EU membership. He said Brexit has done more harm than good and the status quo is not good enough. Labour promised at the last general election to say no to the customs union, single market and freedom of movement.
