QGIS Merges QEP428 to Prohibit AI Contributions

QGIS merged PR #387 in qgis/QGIS-Enhancement-Proposals into qgis:master on Oct 7, 2026, adding QEP428. The proposal, opened Sept. 24 by nyalldawson, formally changes AI policy to strict "NOT ALLOWED," prohibiting AI contributions outright via two commits from branch qep_428.
