One Nation at 25% in Victoria, ahead of Coalition on 22%

September Guardian Essential poll put One Nation's primary at 25% in Victoria, ahead of the Liberal-National Coalition on 22% and behind Labor on 29%. Other polls have One Nation around 20% statewide, higher in regional areas, ahead of November's state election. I've heard the 'protest vote' excuse before. These numbers don't sound like one.
