California and New York sue Trump administration to block offshore wind lease buybacks

California and New York attorneys general sued the Trump administration Sept. 22 to block its buyback of offshore wind leases. California challenges payment to Invenergy to abandon four leases including a California project; New York-led states also target Bluepoint Wind off New York-New Jersey. New York alleges $1.4 billion in taxpayer funds was illegally used.
