Judge blocks deportation of Venezuelan man shot by ICE in Texas

Federal Judge Orlando Garcia has temporarily barred deportation of Wilber Rafael Garces Perez, 28, the Venezuelan man shot by immigration agents in Texas. Garcia set an in-person hearing for 30 September after lawyer Kate Lincoln-Goldfinch sought a restraining order. He cannot be removed before then, his lawyer says. Homeland Security says it is investigating the shooting.
