Heavy rain floods Tunis, traps motorists and cuts power

Heavy rain on September 17 brought parts of Tunis to a standstill, flooding roads and homes and trapping people in cars. Electricity and internet were disrupted, and the tunnel to Bab Saadoun closed. Forecasters had warned of intense downpours overwhelming drains. With 29 flood-protection projects still under way, the next storm will test progress.
