Von der Leyen and Carney discuss Canada becoming EU associate member

European Commission President Ursula von der Leyen discussed helping Canada become an associate member of the 27-member European Union in a Sept. 16 meeting with Prime Minister Mark Carney in Strasbourg. Von der Leyen spoke of moving from the trade agreement "to an alliance for the future." Carney said Canada is not seeking full membership.
