France Bans Cold Calls Without Prior Consumer Consent

From 11 August 2026, France prohibits telephone solicitation of any consumer who has not given prior consent, under a law adopted 30 June 2025. The regime replaces the previous opt-out Bloctel list with a blanket opt-in requirement across all sectors. The CNIL and DGCCRF have published enforcement guidance. The burden now falls on businesses to obtain documented consent before dialing.
