Senate Approves Broad Russia Sanctions Bill, 86-11

The Senate passed the Graham Sanctioning Russia Act 86-11 on August 7, 2026. It would impose tariffs up to 500% on Russian exports, sanction Putin and top commanders, and let the president tariff up to 100% on the five biggest importers of Russian oil and gas — possibly China and India. The House takes it up after late-August recess.
